Where did you download that from? Was it Nexus or LL? If LL you may have mistakenly downloaded the one for Oldrim, as the downloads for the Oldrim version and the SSE version are all on the same page.
If it was from LL, you want the last one in the list, the one that reads:
XP32 Maximum Skeleton Special Extended 4.67.7z
I would say that may be the most likely thing - as it is an easy mistake to make.
Also, in FNIS, make sure that you have the first two boxes checked:

Well I am new to modding and I got the terms mixed up. As I said NPC are frozen they move when I hit W but frozen I forgot what the term used is. Any idea how to fix this?
both skeleton came from NEXUS and XP32 Max Skeleton SE reads exactly that not LL and it clearly says SE on the site I check that always on every mod for SE. I read the entire page before downloading it. And yes both those boxes are checked in FNIS. yet I am still frozen.
As far as I can tell they are all for SE even though I did get those warnings as mentioned above earlier but every mod says for SE and I went back to the site on each one and yeah SE.

and then literally add mods in one at a time and run Generate FNIS for Users each time and see what it says before continuing. You have few enough mods where that should not be an issue.

There are 3 more patches without required base mods:
SKELETON arm fix: this change (originally introduced by mirap for CHSBHC) fixes arm animation glitches in many animations, caused by the additional bones in custom skeletons. This patch checks for the actually installed skeletons (female and male), and applies skeleton specific modifications to the behavior files.
GENDER specific animations: in Skyrim only a few animations are defined gender specific (different animations in the "Animations/female" and "Animations/male" folder. This patch allows you to make other animations gender specific provided they are "properly" created by the animators, see the Note). If you want to use such animations (e.g dualsun's Pretty Combat Idles SSE), simply copy them into your "Animations/female" (or "male"), and use this patch.
HKX File Compatibility Check Skyrim/SSE: Cross-using behavior, skeleton, and animation files between Skyrim and Skyrim SE will result in the well-known t-pose. General t-pose when behavior or skeleton files from the other Skyrim are used, animation-long t-pose in case of cross-used animations. This patch will check for such bad files. Obviously, it only makes sense to use this patch if you experience t-pose situations. And FNIS will not keep this patch ticked for more than one FNIS generation.
Also. you have XPMSE version 4.67, latest version is 4.72 for SSE

As SMR said, it is very likely you got the wrong version from LL, and the fact it isnt the latest, could be reason enough it is failing
So if you hit W and they glide, that is not a CTD, that is the skeleton arm/T-Pose
Make sure you check the compatability patches in FNIS and this should go away, but the character assets are what is bugging me. I have XPMSSE and i dont see that, I also got mine on the latest version though
It is wrong name on it.
6. Unofficial Skyrim SE Patch.esp
Make sure that you download mods from proper sites.
LL and Nexus are that. But some mods should come from Nexus.
