Vanilla Skyrim has loads of torches, not quite as prolific as Oblivion but more than enough for you to overload with them (ie carry too many and slow down as a result). If you haven't seen any torches you either have a mod interfering, or you haven't done any Dwemer/Draugr ruins.
Caves as in normal caves don't have them though, since bears and wolves don't make torches.
I would suggest you post your load order and see if anyone can spot anything.
