BUG can't move if i carry weight exceed
Usually we can move slowly but i cannot move a single step
Does anyone know anything about it?

I'm playing vanilla now and restarting Skyrim SE do not work.
But this character tend to transform werewolf as she is master werewolf

My Other character can move when he is over encumbered

I can move in 1st person Camera so it must be camera related bug

There are degrees of being over-encumbered.
First stage slows you down and prevents fast travelling.
Pick up more stuff and you reach the second stage which means you can't move.

Easy solution is to drop stuff until you can move again.

No you must know Skyrim better before say something wrong
I tested it just 330 while my limit was 330
And Skyrim do not have such system

not that it matters regardless of if you mean 330 items or weight. The base game goes by a base number that will allow you to carry more as you add Stamina. There are other tweaks through mods etc but alex knows exactly what he's talking about. Google is your friend.

My bugged character's encencumbrance was 330
I just want to show my testing conditions.
I know all about this Game system and Know how to use console commands

Your initial response to alex regarding your original "question" indicates otherwise. shows you need to get a better understanding of this game. not only that you told him "And Skyrim do not have such system"

Hey! Are you still having the problem? I checked around on the net and it seems to be related to mods, if it's only happening in 3rd person. Are you running any mods that change animations?

And you're right. People are mixing up Dark Souls, where at some point you can't move if you have too much equipped. In Skyrim, you should be able to walk slowly, even if you are carrying 12,000 and beyond. lol.

As Harrison said, in vanilla Skyrim, you are encumbered or not - there are no degrees of encumbrance, and the result of being encumbered is that you cannot run - you walk instead, which since most people do not play a walking game but use the default run, it is sometimes seen as "slower" - but only because it is the standard walk speed as opposed to the default run speed. But, no matter how much you carry, you can still move. However, there are mods that do change this so that there are degrees of encumbrance and so that at a certain point you may not be able to move at all - but those are mods, not vanilla.

So, what you need to do is check to see if you have any mods that possibly effect how much you can carry and possibly add effects for carrying too much. A mod that comes to mind that does this is Cobb Encumbrance - https://www.nexusmods.com/skyrimspecialedition/mods/18362

Really? must be remembering a modded game.

But for others, I have never played Dark Souls, so can't be mixing it up with that game.

Cobb Encumbrance, as I mentioned, is the most likely - because it is pretty unrealistic the way encumbrance is implemented in Skyrim, so that would be one of the basic things to be modded in a build.

The default walk speed is way too slow, so using cfs' Walk Slower (which I have actually tweaked sightly faster), and then Cobb Encumbrance to set an actual encumbered speed is much more realistic.

Thank you all as I wrote in my 2nd article I managed to move by switching to 1st person view.
And i can handle console command around actor values so i don't have any trouble for futher playing.
Anyway anyone who play werewolf transform orient play may face similar issue
At that time switching to 1st person view will help.
I can't believe people ran circles around this talking like it's about "degrees of encumbrance" or whatever else. It's a bug. Sometimes the game just decides you can't move when you're overencumbered. As far as I can tell, it happens at random. Switching to first person is indeed the way to move if you need to.

but to remain on topic, it's because your wearing gear that boosts carry weight, but the game hasn't yet loaded it. Opening up your inventory and then shutting it usually clears it and lets you move again.

Bug?, yes, annoying?, yes, end of the world needs to resurrect a 2 year old post worthy revelation?, no.
