Report a translation problem
About the only way I can think of moving them on, would be to open the command console, click on them one by one and type Disable (followed by hitting the enter key) then enable (followed by hitting the enter key). This should reset any routines and get them moving on, i think.
I mean i guess it is convenient in a way, but for me it isn't because:
I don't fast travel much, so im not just gonna teleport to Solitude whenever i need to sell sh/it.
And it's annoying when i'm around Windhelm and don't get that extra batch of merchants to use.
They've been there for a long time now, I think it had started happening a little bit before i transferred my save over from original Skyrim to Special Edition, so it's pretty clear that it's bugging out and they're not moving.
I might try disabling and re-enabling them, but i often find using console commands a little risky so i'll probably keep a spare save left behind for when i do it.
I'll give that a go anyway. Not sure if it'll change whether or not they set up camp though.

In the middle of Dawnguard questline, Gauldur's quest, have a few miscellaneous ones here and there as well, then Dragonborn and Imperial Legion questlines have been shoehorned in.
But i don't think it really matters, the issue had started ages ago so my currently active quests are hardly going to be relevant.
Yes, i originally made this guy at some point last year then ported him over to Special Edition.
I DID have SOME mods, but no where near as many as most people do. Just a few little ones like the Paarthunax dilemma, Clear Waters, and some other fairly minor mods that change a few nitpicking things.
The mods did cause an issue in the transfer though, but that was resolved simply by making sure my save in old Skyrim was done from inside a building before trying to load it in Special Edition.

Make a backup save then try this;
coc qasmoke
once you load in (Note about this area if you are unfamiliar with it, some of the chests here have a huge amount of items in them and can lock up older systems) disable any mods you can in the MCM. Wait a couple of minutes then hardsave. Exit the game completely, not just to the main menu. Restart and load the save then in the console;
settimescale to 9000
exit the console and wait 5-6 minutes to allow Skyrim to respawn. Best to walk away from the computer, take a walk, make a sandwich...
set timescale to 20 (or whatever you play it at.)
Wait a couple of minutes to allow things to settle.

Fast travel anywhere to insure all scripts that need to be running are.
In my case Ahkaris Caravan stucks in Dawnstar and they won't build up their tents and never move to Riften. The others Caravans are fine.
I tried everything i could think of and absolutly nothing helped!
I also tried with attacking skeletons and Ahkari died.
With Zaynabi in charge it's still the same - NO TENTS and they DON'T MOVE TO ANOTHER CITY!
I don't know what went wrong, but when i load a very first Save "after escape of Helgen" the caravans are okay!
Is there really no solution?
I still haven't been able to fix it for mine and honestly I can't be bothered with any workarounds if they require too much fiddling with console or whatnot.
That is happening bcse script "CaravanScript" usually bugs if caravan was in Whiterun/Windhelm/Solitude while city was attacked (Civil War quest). So we have to change necessary values by ourselves to fix it.
Firstly, u should understand, how it sh*t works. Caravan wont move if Leader of caravan is "3dLoaded", what means that player is around caravan. So, before u start using console commands, just try to wait 24 hours inside city and check caravan again.
If it isnt helping, there is only one way for u:
A - Risaad's caravan, B - Madran's caravan, C - Ahcari's caravan
0. Make hardsave
1. Open console (~)
2. Make diabled bugged caravan's tents in both cities (even if they are already disabled, just in case)

3. Switch global value CaravanIsCamped to 0 (its binary value)

4. Get caravan a new campsite (select only one for each caravan)

set CaravanLocationA to 0 - Risaad's caravan should go to Whiterun from Markarth

B:
set CaravanLocationB to 0 - Madran's caravan should go to Solitude from Windhelm
set CaravanLocationB to 1 - Madran's caravan should go to Windhelm from Solitude
C:
set CaravanLocationC to 0 - Ahcari's caravan should go to Riften from Dawnstar
set CaravanLocationC to 1 - Ahcari's caravan should go to Dawnstar from Riften
5. If they wont move instanly, wait inside city 24 hours to restart srypt for Leader

P.S Could u please send report about that bug to USSEP's team so they pay attention to it?
My English is not very perfect and it's complicated and time-consuming for me to write large amounts of text :C
Although i'm not entirely sure if it'll work since they were bugged before i began any civil war related quests if that's what you're thinking caused the bug.
