This game has no consequences no matter what you do. Not being able to use a weapon due to your race is one of said lacking consequences.
That being said there's no direct weapon skill bonuses for different races as far as I remember. Maybe orcs had a bonus to axes or something. It doesn't matter either way since every single character you make in this game will end up the same.
So yeah, an argonian archer would do just fine. So would an argonian warrior. Or an argonian mage... or an argonian anything. Or an anything anything. Did I mention this game is broken?

Unfortunately, like all TES games, no.
IT SHOULD - a mage can't have and using a large two-handed blade... but it happens in TES games.
This was even more noticable in Oblivion/Morrowind, because the skills would be lower, thus increasing faster, meaning you'd get higher multipliers for certain attributes early on.
Race shouldn't ever matter for what skills can be usable.
I'm a big fan of Class systems though, and hope to see it return in VI.
And yes, a mage (usually elder) can't be... paladin at the same time.
Battlemage would like to talk to you...
There is no lore reason for a mage not to use weapons, other than focused training. As in they focus on magic and not martial skills... where a battlemage works on both sets of skills
Heck there are even mages who master martial, stealth and arcane skills in TES lore
