Where "the console commands" are... what? What did you type, exactly?
Telling us what doesn't happen isn't helpful. What response did you get?
What do these two commands each tell you?
As in, you hit space / activate / whatever on him, and he doesn't say a word? Or he just says something generic? Again, what does he do?

2. Go to the wiki[en.uesp.net] and find the ID of the quest (will be at the top of the screen, for example CR01)
3. In game hit the tilde key on the keyboard to bring up the console terminal ( ~ )
4. Issue command
The QUESTID will be the quest ID from Step 2
This will list all the stages of the quest with a 0 or a 1. The zeroes are stage you have not completed and the ones are the stages you have completed in that quest.
5. Issue command
The STAGE# will be the first stage you see in step 4 that has a zero.
I do this all the time as its really easy to break certain quest lines like Blood on the Ice (murder mystery in Windhelm) and the Companions Faction Questline
