Report a translation problem
You open your inventory and hover your mouse over the weapon you want to recharge and you see something like this.

And it says to press T to Charge. But when you do so you do not see the following?

He would still see the option T-Charge even if he lacked the soul gems. It would simple say "No soul gem to charge enchantment" when he presses T.
Ok then this is a different issue than a keybind one.
Are you doing it from your own inventory and not when accessing a storage container? I don't believe you can recharge items when you have a storage container open.
Snap a screen shot like I did, it might help me to help you quicker.
you will see a "T" sign somewhere at the bottom left hand, click it and choose a kind of soul gem.
1. You need to have a """filled""' soul gem, (not empty ones) to charge your weapon
2. If the weapon is nearly fullly charged it seems that you need a less/pretty soul gem.
Yeah, I don't what is causing that. As you can see from my pics I have the T-Charge option.
Do you use any mods? Maybe a UI mod?
Try it again after you have learned the soul trap skill also add 1 point to enchantment skill
perpare some filled less soul gem.

We'd like to help you but I don't know enough about what you did to glitch your carry weight and so forth to know what unintended consequences it might have had.
You claim to have not installed any mods, so I can only assume that if the problem effects multiple characters then it is something you have done which effect the game as a whole like a mod would.
At this point, all I can suggest is that you back everything up. Delete your config files, verify your local game cache and allow the game to "reset" to vanilla.
Then create an un-glitched character and ensure that you can charge enchant weapons.
From this point you have several options. You can try one of your glitched saves or try glitching a new character to see if you can figure out what causes the issue.
Unfortunately I'm afraid there is no quick answer to your problem. You'll just have to get back to a point in time when things work and move forward systematically.
