[HELP] Whiterun keeps CTD, only Whiterun (UPDATED DESC TO INCLUDE MOD LIST)

I will preface this by saying that I'm new to the modding thing and pc gaming as a whole so I'm not very knowledgable on how things work but I try. I'm using Vortex to manage my mods.

I'm playing with about 130 active mods at the moment, I'm not sure how to easily share my mod load list but I will try if that's needed, and right now the only major location that keeps CTD is Whiterun and I don't know why. I checked the other major cities before making this post and they all ran fine but when I get close to the outside walls of Whiterun it just crashes to desktop. I tried deactivating some mods then I tried fiddling with my graphics settings and nothing worked and I don't know what to do. Can anyone help me?

I'm doing a quick run through of the main quest before I delve into any other quest lines, if that's important. Right now I need to talk to Jarl Balgruuf about capturing a dragon in Dragonsreach but I can't because I can't even get near the city.

Can't you fast travel to the city interior and dragonsreach?
Sounds like there's something at the city exterior causing a crash, but whiterun is a different cell so I don't see why it should crash all the same.

I should have written this a bit more clearly. It's ALL of Whiterun that's crashing. The exterior as well as the interior. I tried to approach the city from outside first and when that didn't work I tried to fast travel directly to Dragonsreach and that crashed to desktop as well.

Got any mods that change whiterun? Disable them and go to whiterun.

I disabled some mods that indeed affect Whiterun, namely JK's Skyrim, and that didn't help like I hoped it would. From what I recall that's the biggest city changer I have. I guess I'll look over my mod list again to be sure though.
