Report a translation problem
First, as to plugins not being activated, you may be over the plugin limit and thus some are not loading.
Second, if you are going to make a build of that size, you should know how to troubleshoot it - if you do not know, then you need to make a build more in line with your level of experience and ability - it's that simple,
It's like wanting to drive a Formula 1 race car, without even knowing the basics of driving first.
Read the following and then create a build that you are able to handle and that is more in line with what you can do - and, it is STRONGLY recommended NOT to use mods from Bethesda - they have all the same problems that were involved in using the Workshop in Oldrim.

We are all willing to help, but you need to be able to take care of basic issues yourself - especially if you intend to create a large build.
I do really appreciate the quick response and the links however.
I am not sure. I am reading up on resources to try and find an answer, but that is why I came here to see if I could get help. If not I guess I'm just going to have to purge my mods.
If it does not work, I suggest you purge them. What matters at the end of the day is having fun with the game and playing. Even vanilla is fun. Many mods are not good at all and game breaking. Even the ones rated the highest are not as good as you they say. They sound cool, they sell good but in essence are inferior to vanilla concept.
Rlo, elfx, and so on, in fact I find vanilla better done than what they claim
RLO is a very famous mod. Right. However this mod is only fake famous, it is terrible compared to vanilla. I went into the Thief Guild Cistern and I can't see the face of the NPCs, dark and bad tasteless illumination, utter garbage. Yet they claim they do amazing illumination. What ? What ? The illumination compared to vanilla is complete trash
Googling it now just cuz its bugging me, there are a lot of results for mods disabling themselves
I would say, your best bet, is to start right at the beginning again. I know you said you reinstalled, but just check against this to ensure that there are no leftover files hanging about:

Just a quick aside - make sure that all the patches for LOTD are actually up to date for version 6 of the mod. Also ensure that all you SHSE dependent mods have been updated to work with the latest version.
Then, the pita part, but the best way as opposed to just trying helter-skelter to figure out the problem. Start with just the vanilla game (well, vanilla except for the Unofficial Patch, Alternate start so that you can test, and SKSE64). If the game loads no problem, add in what you need to create your character and start again - presuming there is no problem, create your character and save. Now, using that save, start adding in mods gradually - making a save before you do so. (By the way, all saves should be manual saves - it is best to avoid auto and quicksaves). Exit and start up using that save - test by using the various start options to take you to different locations - if they all work, make a new save - that will be your new base to build upon. Exit, add some more mods, repeat, and keep doing so until you encounter a problem - once you do, it is likely that the culprit is in the last group you added, so load that previous save and repeat - this time adding in one mod of that group at a time, saving if it works and repeating, until the specific mod is located.

Remember that uninstalling the entire game also requires manual deletion of all folders created by the game, notably those found in Username\AppData (which is a hidden by default folder).
Not sure if those links mention that.
Otherwise, Steam puts the new install in those existing folders, using the existing files which may have problems.
If you've gotten everything back where it was - plugins sorted, still getting errors - delete your plugins.txt file from username\appdata\SSE, launch the game through Skyrim launcher directly (NOT Vortex or SSE), so the game generates a new plugins.txt file, then exit and do all your Vortex stuff again.
Alternatively, delete the vanilla plugins.txt file altogether, and let Vortex use its own.
Or, delete Vortex's plugins.txt from its virtual folder, and let it rebuild a new one.
Failure to record what is activated and what's disabled is indicative of an access issue, which is controlled by Windows' User Account Control. This is precisely why you should never install anything on C:\ drive except the OS. Even in the "allowed" folders Windows sets up, some things are not allowed like they would be if your games and things were under a different drive letter.
I've tried starting from scratch already, but considering my luck so far I don't think I am losing anything by trying it again. I'll let you know if this works. Thank you.
