Otherwise keep playing with a broken save and pray that you don't run into a script that gets confused by the NPC being flagged as dead.
Once a named character has died their scripts stop, so you have revived a dead character with no scripts.... if you want Heimskr go back to a save from before you killed him.
And btw, i had no idea i can kill Heimsker, i think my vampic drain list is shaping up

It is a Companions radiant quest. Receiving it is entirely random.
Good thing I just finished that questline, looks like I'm gonna grind for that quest lol

In my case, he didn't play because I entered whiterun during night. Thats a known issue with non-modded Skyrim; both SE and "oldrim". But the situation is the same of yours, he does not have the preaching script attached, so he doesn't do it.

Your only option if you want to avoid issues down the road, is to go back to your last save before you used the command. Now, it is entirely possible that with a minor unique NPC such as Heimskr you may luck out - but that is all it is, luck. So,I guess the question you have to ask yourself is, are you feeling lucky?
Doesn't mean he's less than 100% correct, the OP's save has cancer slowly growing and eventually the tumor will burst open and kill the save.
The only question is whether or not the OP will abandon the save before it dies or not.
