At what level should I tackle Krosis?
I have a lvl 28 Khajiit Thief who could "accidentally" walk by Shearpoint and explore. Do you think Im too low atm?

can do it at any lvl just have a realy good conjuration like demora lord if can conjure 2 and a good follower like serana or alea

Saying "level 28" is meaningless. What skills you have, and their level, determines what you can actually do in the game. You could level to 200 doing nothing but making speech legendary over and over, and put all of your levelups into stamina.

Make a save, try it. If you fail repeatedly, and don't think it'll be possible for you to pull it off, then reload and continue like it never happened.

Something to keep in mind is that enemies will scale with your level. You could just run to Shearpoint immediately after leaving Helgen to fight him at level 2 and you'd have about the same difficulty as if you went there at level 80 in full Daedric gear with two summons and a follower.

So it really doesn't matter what level you go fight him at.

Usually its best to wait until level 50 to kill unique enemies, though, since unique gear also scales with your level. Chillrend at level 12 has significantly less base damage and has a significantly weaker enchantment than Chillrend at level 50.

Dragon Priests have a base level of 50, and as far as I am aware they do not scale. Krosis uses a staff of fireballs, which means 40 points of damage per hit. Which means you want to be a higher level to have more health or resistance.
More levels means you have more health and better equipment. Being a higher level will always be beneficial.

Other creatures also tend to have a minumum and maximum level, with the exception of the magic anomaly which has no maximum level.

You need a strong Follower to distract him. Give them lots of health potents. And have a bow enchanted with fire or frost. Just completed this an hour ago at level 10.

Not really, has more to do with your skill, than level or difficulty. You have to have a distractor and you got to get behind objects to block the firebolts and keep pelting arrows.

Having all 3 words of slow time definitely makes every shout other than dragonrend completely irrelevant, as with every enemy except dragons, where it doesn't really help you.
