Need help with Phenderix Magic Evolved bug

I am having an issue with a set of spells with Phenderix's Magic Evolved spell pack. At some point in my play through all of my Time spells ceased to function properly. I cast the spell and the text in the top left corner says that it activated, but the effect for the spell will not activate. Here is my load order.

I chose the word "believe" because I have problems remembering things, but just to make sure I have looked over my mods and they do not seem to conflict with each other. I dont really think the mods are causing it. The problem suddenly showed up when I went into a battle after playing for an hour without quiting and before then it worked perfectly fine. I contacted Phenderix yesterday and they finally responded saying, "I think this is a Skyrim game issue. Not sure why it happens occasionally for some users."
