Best places to level sneak?

Smack Graybeards in the back while they meditate. Levels sneak and one-handed at the same time.

If you are in mid game go with the grey beards that are meditating and atack them, but be careful.

No, what the hell are you even saying? Sneak is best leveled by sneak attacks against enemies. Walking around in sneak mode isn't really going to get you anywhere.

You can get sneak to 100 in well under an hour if you just sneak attack the Graybeards. You asked for the best place/method to level sneak and I'm giving it to you.

I feel really stupid, because I didn't know sneak attacks leveled sneak, after all these hours. Don't want to get iced, so I'll try bow attacking whiterun guards

Graybeards don't attack you for sneak attacking them.

This. And Whiterun Guards will rack up a bounty if you get seen. If you want to do it without "exploits", just go into the 2nd floor of an Inn and walk around in sneak mode for a few hours while you're hidden from everyone on the 1st floor.

If you want to add a bit of realism, try going along the shoreline west of Winterhold. About halfway between Winterhold and Dawnstar there is an inlet where a bear patrols back and forth. Shadow the bear back and forth in sneak mode (stay on the eastern shore) as it patrols. The same tactic can be used by sneaking to and fro next to mudcrabs and horkers. Slow but it works. I've gained several levels in half an hour by doing this. Once your Sneak level increases it gets verrryyyy slooooow.

If you are feeling adventurous, go onto Goldenglow Estate at night and sneak around the whole island for an hour or so.

you can literally just sneak into a wall near ppl searching for you, boring as hell though.

Wait till 7pm ish (that's when the greybeards usually meditate), get behind them, sneak, and keep hitting them with something. Make sure you only hit them while undetected (closed eye) or they will attack you. It is wise to quicksave often as the eye can open mid strike and then you're boned. Took me 30 mins max to get 100? It wasn't long. I think it's the fastest method.
