Use nexus.
From their channel "The time has finally arrived. We're pleased to announce that Beyond Skyrim: Bruma, the first part of Beyond Skyrim: Cyrodiil, will officially launch on the 1st of July, 2017.
The return to the Heartland begins in July.
Beyond Skyrim: Bruma will release for PC on Skyrim and Skyrim Special Edition. An Xbox One version will be released at a later date. No PS4 version can be released due to Sony's policy on mod assets."
So what is this nexus how do I get to it?
It will be available from their website or from Nexus mods. It won't be on the Steam Workshop and the port probably won't be on Bethesda.Net as its too large.
At the top of the page is a link to Nexus Mod Manager (NMM). Go and install that first.
Then install LOOT: https://loot.github.io/

When you find a mod you like, click "Download with Manager" & it will download in NMM.
Then in NMM it down download & go into the correct catagory for you to find it.
Double-click/right click to install/enable it. It'll eventually have a green tick.
After you have all the mods you want at that time, open LOOT. (There's an option for that at the top of NMM or you can just open it yourself).
At the top-right of LOOT there's an option to refresh, do this each time you use LOOT (if you've added or removed any mods (if you havn't then there's no need for you to even be on LOOT)).
Then the left-most icon at the top-right in LOOT sorts your load order for you. Then click apply next to it.
Scroll through and see if there's any errors (in red, meaning your mod won't work).
It will tell you why it wont work & what you need.
If everything is okay, then you can just load you game and mods will be there.

NOTE: Not all mods work together. Many mods require patches to work with other mods. This will be disclosed to you on the description of almost any mod page.

The unofficial patch shoudl be the first mod you install (for any game). If this case, Skyrim SE: http://www.nexusmods.com/skyrimspecialedition/mods/266/?
Then you should get the Script Extender, this extends the script of the game, allowing for bigger, more complex mods.
(This is not avaiable for SE yet as it's new, the devs are working on it).
(There is still a Script Extender for other games).

As for Beyond Skyrim, it will likely never happen & if it does it'll be way past it's time.
Almost none of these huge mods never actually finish, the devs stop production and it dies.
Bruma was supposed to be a 2013 release. It's only just now surfaced in 2017.
Though I will note that anyone can develop this. They're constantly taking on new people, they come and go and develop parts here and there to help out.
