Can you get stronger spell tomes without joining the College?

So I'm playing a character who's using pretty much every school of magic, and eventually I'm going to want to be buying the advanced spell tomes. As far as I'm aware, some of them (especially anything expert and up) can only be purchased in the College of Winterhold. Or at least, that's the only way to get them that doesn't involve RNG loot drops.

Is it possible to buy these tomes without entering the College? I've already played through their storyline and I really don't want to start it again.

Go into collegue, talk to chick before the bridge.
Pass the bridge, talk to other chick and go find your book merchant.

Expert and Master level tomes can only be gotten through quest rewards or purchased at the college.

The problem is the College is a Service organization (PER THEIR OWN CONVERSATIONS). (I am only speaking for myself now mind you). I am #($*ing sick to death of doing quests and joining organizations just to buy and sell. I don't see anyone else in Skyrim having to find a dog or delve a dungeon just to buy something. I am not asking for special treatment. I am asking for the base consideration the story they are trying to sell me.

You see the blatent disconnect from what they say and what they do right?

Nope, because I would use console command(and I did many, many times) to add spells or spell tomes or google how to get them without joining the stupid Harry Potter school.
OR install bunch of magic mods and find'em in the world.

There is a guy in the soulcairn that you can gamble at. He sometimes give you rare spell tomes of master level etc.
