No, they move between randomly chosen spots, and don't always stop at all the valid stop off points, at least that was my experience of the base game (no patch)
According to the Elder Scrolls Fandom page, ( https://elderscrolls.fandom.com/wiki/Khajiit_Caravans ), this is a random and rare bug that can be resolved on consoles by sleeping several days in a home or waiting for several hours. I play on PC but, I found similar solutions in some posts and tried the possible fixes. Unfortunately, the issue is persistent in some cases. Of course, I considered my mods have something to do with it. I checked and cleaned all my mods and tweaked my load order. Yet, it was still not fixed. So, I searched through hundreds of posts (no exaggeration) in the pages of different mods that could affect the caravans (JK's Skyrim, Holidays, all my custom home mods, Vivid Weathers, etc.), including the Unofficial Skyrim SE Patch page. I didn't find a solution.
So far, it's not game-breaking for me because I can still have dialogue with them and trade with them. Nevertheless, please share information over this issue and potential solutions besides the ones I just stated above.
