Khajiit not setting up caravans?
For a little while now I'd noticed there are no Khajiit caravans at any of the cities I visit. At first I thought it was bad timing, then I figured a glitch maybe due to a mod.

Then I bumped into a band of Khajiit on their way towards Windhelm. I traded with them then followed then to Windhelm.

As soon as they got to Windhelm they just turned and kept going off into the distance!

Has anyone else seen anything like this? Are all my khajiit caravans just on the road 24/7?

tbh, i wasn't aware the khajiit set up shop in windhelm. I've seen them at solitude, whiterun, riften, and dawnstar. That said, i have the creation kit open as i type this and there is a package for it.

I've noticed that, too. Outside whiterun, the tents will set up, but the khajit don't always show up. I've found entering whiterun, using 'wait' for an hour, then exiting whiterun will make them show up. I have also observed them simply walking right past normal camping spots and the tents not appearing at all. I did just start using USSEP, so I just assumed it had something to do with that.

They briefly set up near that stone bridge, but unlike other cities they disappear after mere minutes, it's almost as if they are afraid to stay near a city that actively persecutes anyone who isn't a nord.

No, they move between randomly chosen spots, and don't always stop at all the valid stop off points, at least that was my experience of the base game (no patch)

I know this is a year old post, however, I recently came across this issue with a new game. I google searched this issue and found several posts without a solid solution since 2014 (reddit, nexus forums, etc). There had been many posts about the Khajiit traders/caravans will just stand around outside the towns/cities, but not set up camp. Sometimes, a group will just stay in one location. In my case, Ri'saad and his group was just standing around outside Whiterun. They never leave or set up camp even after I have gone to do quests.

According to the Elder Scrolls Fandom page, ( https://elderscrolls.fandom.com/wiki/Khajiit_Caravans ), this is a random and rare bug that can be resolved on consoles by sleeping several days in a home or waiting for several hours. I play on PC but, I found similar solutions in some posts and tried the possible fixes. Unfortunately, the issue is persistent in some cases. Of course, I considered my mods have something to do with it. I checked and cleaned all my mods and tweaked my load order. Yet, it was still not fixed. So, I searched through hundreds of posts (no exaggeration) in the pages of different mods that could affect the caravans (JK's Skyrim, Holidays, all my custom home mods, Vivid Weathers, etc.), including the Unofficial Skyrim SE Patch page. I didn't find a solution.

So far, it's not game-breaking for me because I can still have dialogue with them and trade with them. Nevertheless, please share information over this issue and potential solutions besides the ones I just stated above.
