Smr is totally correct, LotD is one of the best out there by far. Also the above mentioned The Forgotten City is one of my favorites, and I really like Falskaar too.

All those that Cydramech posted - definitely! The only ones on that list I don't have either in SSE or Oldrim are Moonpath, Project AHO, Spectraverse, Master's trial and Undeath - but they all look good!

It is difficult to categorize Interesting NPCs so I don't know if it could be called a 'quest mod' or mod which adds dozens of new NPCs to the world, many of whom have lengthy, often inter-connected chains of personal quests.
