Report a translation problem
I've heard script lag can sometimes cause these types of issues for example the mod Ultimate Combat the MA had mentioned this a year or so ago although it was of course in regards to weapons.
Besides USSEP which does address some alignment issues & IMO is a must in all load orders.
I would also try the following. Not saying these two will fix this for sure but they are also staples in my load order:
SSE Engine Fixes

As for the same problem being there after you remove mods it is worth mentioning that the possibility always exists after having mod problems (not saying this is for sure a mod problem) when you remove those mods there is always the possibility of baked in data and/or files left behind that can cause problems so a clean vanilla reinstall would be in order.
So with all that being said, the first thing I would ask is do you use the USSEP?
I also would use USSEP and SSE Engine Fixes regardless as they only improve the game.

so to answer some questions:
im already using USSEP, SSE Fixes and SSE engine fixes.
im also using WACCF
as i said in the OP, this was tested on a brand NEW save.
im using MO2. the nature of that program makes it physically impossible to leave ANY files behind after disabling a mod. cause they were never in your skyrim directionary in the first place.
as for INI settings im using Bethini.
this problem happens everytime, no matter how many times i reload or even start a new character. its also not just NPCs. its the same when i activate the smelter. the animation is broken.
i dont think thats normal like the other person said. since i NEVER had that problem in enderal, which is heavily modded and has tons of script lag ( i guess ) . and since enderal uses LE engine i figure this bug didnt exist in LE as well.
so maybe its an SSE only bug? yet i have never seen this in youtube letsplays or something. but maybe i didnt notice.
but i just dont think thats 'normal' . it would have beene asy to google about this problem then. yet i cant find very little
I mean if it happens all the time during regular gameplay, with every NPC on your way, then it shouldn't be happening of course. If it happens occasionally here and there then it's "normal".
edit: not only am I a hunt & peck typist I also see many errors in what I was trying to say like typing seetings twice and leaving out the word monitor after 144hz...more coffee
