For SKSE64 Vortex can install the entire mod for you. This is something new they recently implemented (back in late June IIRC). So now Vortex will go and grab SKSE64 current version from silverlock for you, then show you which version it grabbed so you can verify it. Then it will install all the files so there is no need to break down the file anymore. Vortex will also inform you when a new version of SKSE64 comes out.

As for the info you are most welcome. I will suggest you watch all of Gopher's Videos he put together for Vortex. They are extremely well done, highly informative and easy to follow. Highly Recommended.
For what ever reason the game / vortex like to install this disabled.
