i am trying to get my hands on banish living but idk where i can find it

There is no "Banish Living" in unmodded SSE. There is a banish daedra effect, available as an adept level spell and as an enchantment. Weapons with the Banish Daedra enchantment become available in shops or as loot at lvl 22.

An internet search turned up an Oldrim Mod "Banish Everything--Conjuration Spell".
