So in effect you are asking to see the markers without being able to see them.
and maybe this is not a bad idea, that could actual work and sametime have way more people in the world without have to chat with all of them.
if all remember Morrwind , that was even worse all knew all and you need to be good at tekst content.i dont say this has to be like WoW , but they could have use color in name for quest later maybe or repeteable so you know when to stop keep doing them.
Aela and other NPC that simple look like repeteable and actual lead to more.

i think i did see better quest tracking just like in wow , before it was made default in game.
i have no idea if that can show not started quest yet. but maybe it should.
So activate them all? I can't think of any mod off hand that automatically selects all of your quests. If you don't want them on the compass you're SoL from my experience; best bet is to do what I said above and just turn off your compass with mods. iHUD has a toggle so that if you want to see what direction you're heading in you can toggle it back on and then just turn it off again.
If you don't want to activate them for some other reason I dunno what to tell you; just having the quest in your log means it's "activated" (started), and selecting them just allows the quest marker to show up. Every quest in your log is technically active.
-Open map Shows All your current Quest Locations.
-Toggle Which shows on compass
-custom marker shows the same as usual
edit: since I don't think a mod exists that does that. I'm gonna test out turning all markers on / & use the blue custom pin as a directional guide, see how that goes..
