Have you ever moved your game to another drive?
do you use SKSE64?
anyway
go to steam library find this game go to propertiesand rh click it - then click on the "Local files" tab
then go to "Browse Local files" you should see SkyrimSE.exe
you may not see the .exe if your extensions are hidden so you'll just see SkyrimSE, it has a little black and white skyrim logo for an icon (dragon)
if you do not see it go back to steam where you found browse local files tab and instead of that click on verify integrity of game files.
how long ago did you install it? and when was the last time you were launching successfully?
you have to remove skse 64 then reinstall it

what mod manager do you use?
then follow the video but make sure you remove the old skse64 files then reinstall skse64
