Speak with the leader of dawnguard, Isran isnt where hes supposed to be

So I went to the fort, talked to Isran, tried every dialogue option, nothing happened. So I looked it up, and hes supposed to be in the circle room talking to someone? For me hes just chilling in the hallway, and the other guy isn't in the whole fort.

Did Agmaer follow you to the Fort and is inside with you? Did you use the console in any way?

He should be talking to a old friend he had a falling out with, best bet restart from a save and try again also did you talk to the orc prior going there.(trigger quest)

I've had the quest for a long time, I just was doing something else, so I have no idea, and I can't reload an old save because its been too long, should i just use the console to auto finish the quest?

This is one longshot.
Out in the courtyard there is one Orc that fires the crossbow. Have you talked to him?
There is also one more male char that should meet you on the stairs on the way in, he should be the one up on the walls and he should meet up you.

Where do you have your latest save?

Talked to crossbow guy, nothing changed, no male character met me on the stairs on the way in.

Where do I have my latest save? waaay after accepting this quest, I don't even know when i got this quest, I got it at some point, but i was on the Miraak questline, then i did the alduin questline, so going to a save before I accepted the quest isn't really an option. Does it matter that during the mirrak quest i ended up having to go into god mode to kill him because of a glitch?

noone say you was stupid, game can give odd outcome as person is sleeping or maybe this is a mod issue you have, or dont use unoffcial patch. ( as i recall unoffcial patch has fix alot in the heartfire and dawnguard issue. ) dont forget most dont join dawnguard as i recall all achivements is for vampire side. ( there are several SE issue there is not at oldrim. )
try pass time to see if person return leave zone, not the first time i see npc respawn, they have own time table task.

When I said i was stupid I was just sarcastically asking for clarification, and I already said that I'm playing vanilla, and you said most don't join dawnguard as a all achivements are vampire side? Ok? There are achievments for it, and I'm not playing this game for the achievements, I just want to do the quest. Pass time? I've tried waiting there, the npc's are there, they just aren't doing what they are supposed to. Can you please read through everything before you answer, and saying that I should just do vampire side isn't a solution, its you telling me to not bother with the quest.

Well if that was your first time in Fort Dawnguard, your game is seriously borked.

The only real recommendations I have are; go back to an old save from before you even thought of going to the fort, or start a new game.

and that why you need unoffcial patch, as i recall that fix dawnguard. ( this was in oldrim i read that , you cant play dawnguard with no patch.

even heartfire is broken, and same build issue at all 3 house , thats why i bet still same broken dawnguard.
