Bugged Civil War Forts
tl;dr: Forts in previously Stormcloak holds are repopulating with rebels even after clearing and after the Empire wins CW. Help?

So, I've encountered a weird bug. I completed the CW quest line for the Empire, but oddly enough all the forts I conquered in Stormcloak territory to win the war have been repopulated with Stormcloak soldiers? It's not like they just respawned a while after the battle. Imperial soldiers garrisoned these forts for some time. I can't give a specific amount of time. I discovered the rebels had respawned when I strolled past Fort Amol one day and the gaurds outside attacked me. I'm not using any mods to alter the civil war (except for 2: Civil War Aftermath and Whiterun Damage Repaired). I've had this problem for a while now (longer than I've had my CW mods). I thought I could ignore it, but it's driving me crazy now. All the tedious fort sacking I did has been for nothing unless I can fix this. Forts in Imperial holds and Whiterun are fine though. Even with the Fort Takeovers and Realistic Conquering mods (both of which I installed the day of posting this, well after I discovered this problem), any forts or locations I clear and claim in originally Stormcloak holds repopulate with Stormcloaks. I'm currently running Lawbringer as well, and don't have this issue with locations involved with that mod. The holds affected are: The Pale, Eastmarch, Riften, and Winterhold.

Is there anything I can do in the console to fix this? I have no idea how to monkey with the game files to fix issues, so if that's what I have to do, please explain the process as clearly and in as much detail as you can. I really don't want to destroy or have to abandon this character/save.

You have Immersive Patrols installed? There could be some faction groups spawning and taking over the forts even after the Civil War, maybe.

I do have Immersive Patrols installed. It's almost like the forts reset back to default after the war. No Imperial patrols spawn to try and attack the forts. The only time I ever see that happen is if a road patrol happens to wander too close off the path, even then, the patrol leaves the area after the fight and carries on their way like nothing happened. I've even tried to redo the conquests of specific forts and changed the faction ownership of the cells with the console. No luck.

It sounds like Civil War Aftermath is pretty touchy, from the Nexus page comments. Maybe it causes problems like this? Seems like some people can't get the camps to stay empty, so maybe that problem extends to the forts too.

Otherwise, a full modlist could probably help diagnose this.

I don't think it's Civil War Aftermath. Stormcloacks have been spawning at these locations since before I installed CWA. I have quite a few active mods so I'm just going to paste my loadorder.txt file from my Vortex folder.

I don't use most of these so hopefully someone who does can take a look. I'd suggest checking out some mod pages for any bug reports too.

The Forts of Skyrim-Rebuilt [www.nexusmods.com] could be a problem, it seems to change a ♥♥♥♥ load regarding forts. From my quick skimming it sounds like it may not play well with any other mod that makes changes to forts. It gets my first vote for a test removal (in a new game) to see what happens.

Nothing else sticks out to me as blatantly problematic, but that doesn't mean there aren't a couple of mods overwriting each other and causing problems. For instance you have Killable Generals[www.nexusmods.com] and the aforementioned Civil War Aftermath [www.nexusmods.com] that have a lot of overlap.

I’ll give each of those a test removal on a fresh dummy save. If that doesn’t work, I guess it’ll just be trial and error removing mods until I find which one’s overwriting the Hold owner. Thanks!
