Proceed slowly step by step with the Bijin instructions right in front of you because there is no better walkthrough than that because that one is 100% correct but you can't miss a step. So if you think you understand it and have this problem then you need to read it again. Like I said I know the feeling first hand and have seen many many people having issues. But it's a very popular mod.
last step is to disable the other esp's
Read the mod page slowly and please do not skip a step.
and yes it is a great mod, a staple in all my load orders.

what should i do? I deleted every skyrim folder after i removed the game
Start over from scratch and reinstall Bijim properly.
Bijin IMO is the Best NPC Overhaul for SSE - but you must install it correctly - it's worth it!
Scroll down to the section titled: [Solutions to problems]
Does no one bother to read?
Spoiler: Show
If the character's face gets black or dark
・Check the load order(Use LOOT or move their esp to the bottom manually).
・Reinstall by overwriting all.
・Check the Mods related to these characters.
・Check the load order between EEO(Ethereal Elven Overhaul) if you use it and Irileth face is having any problem.
Again - EVERYTHING needs to be read. The answers were (and are) right there
LOOK at the picture he provided.
and are you using a enb?
or if using bethini can do it there
and when you turned off your enb did you go into your enb helper settings under enb series
EnableAmbientOcclusion=false (should be set when enb is enabled as well)
So once you absolutely eliminate everything else sure, it can also be lighting can be monitor or monitor settings. The issue in that area of the neck is a small issue but I agree I'd want it fixed. However since it is small you also want to not make it worse and you do want to (here's a novel idea) play the dang game lol.
