Maybe your desktop is set to 30FPS?
Win10, i7, 32G Ram, GTX1070, 1920x1080x60Hz
Can't be, I run lots of other games Like fallout 4 or Overwatch in window and get 60 fps or more without a single problem.
Go to Nvidia Control Panel, Manage 3D Settings
Verify that you DO NOT have a Program-Settings profile for "SkyrimSE.exe", goto Global settings and search for "Vertical Sync".
Select either On, Off, Fast or Adaptive - BUT DO NOT Select "Adaptive half refresh rate".
The later will cap to 30 fps on a 60Hz display, obviously.
So. INI has a line turning off Skyrims vsync. Nvidia is setup to force it on. The FPS is set to limit to 60 fps. The monitor is 60 fps. The problem remains. What the hell? >.>
If you're running the basic visual scheme it will, for some unknown reason, place a 30fps cap on Skyrim. All you have to do is run the desktop in the aero theme and it shoudl work. I've update the original post to include the solution I found.
That may be the reason. I use a custom theme (aka backgrounds apparently). Will test tomorrow.
So I removed my mod that changes my main menu background and that still doesn't help. My desktop has a 1080 & I7-4790k in it, hardware is NOT the issue. I played yesterday with not a single issue. Any ideas?
PS: I was the guy on your recent Skyrim video asking about leveling smithing haha
