Not only housecarl may be a steward.
Forget livestock at this home, they get killed constantly.
No more so than at any other home. I don't believe I've ever lost anything there in fact.
And yes he does have a tendency to wander the grounds. He's also a fairly good sorcerer-type follower from what I remember of using him in Oldrim.
PS - he might still be hanging out at the Jarl's place in Morthal if you can't find him. Maybe you didn't actually have the conversation with him about becoming steward.
