Unable to report to Jarl Ulfric
So i've been playing the game for a while and I got a little bit into the Stromcloack questline and I evetually got to the quest "Liberation of Skyrim" after taking Whiterun. Galmar told me to report to Jarl Ulfric, so I fast travel to Windhelm. But when I talk to the Jarl, he doesn't have any dialouge involing me reporting to him. He has the quest marker above his head, but when I speak to him, he only offers the standard dialogue. I don't know if this is a bug, or maybe I missed a step?

Sounds like a bug to me. Maybe try loading the previous save. You can also try to get past it by using the SetStage command.

I have exactly the same problem. I tried to google it and I found that this "report" isnt stage so it cant be bypassed by this command :-/ :boozehound:

Try quicksave and then quickload

Found solution (at least it worked for me) - travel to Whiterun (go inside the city) and then go by foot to the Windhelm - no fast travel!

I just have to revive this old thread. This glitch happened to me yesterday and I couldn't find a solution. Until now.
I don't know how or why, but going back to Whiterun and walking to windhelm actually fixed it.

For future reference, I had the same issue, and was able to issue console commands up to a point, but eventually I got stuck on one of the "Battle of xxx" quests and couldn't "report for duty" to the guy out at the camp. I tried all the console commands I had found and nothing worked. FWIW, I was allied with the Stormcloaks.

Long story short, I had to go way back to a previous save and complete the entire civil war questline before even starting "The Fallen", which has you capture a dragon to fly you to Sovngarde. This completely skips "Season Unending", which is where you have to negotiate with all the Jarls at High Hrothgar to divvy up the cities.

As long as you don't try to start "The Fallen" by asking the Jarl of Whiterun about trapping the dragon, "Seasons' Unending" won't get started. When I did that, all my interactions with Ulrich and the camp guy went perfectly, with no glitches or bugs.

Long story longer, I think "Season Unending" really messes things up depending on where you are in the civil war. I had only completed "Message to Whiterun" and was on the part where you return the axe to Ulrich, but had not done that before I asked the Jarl of WR about trapping the dragon. That started "Seasons Unending" and everything went to hell from there.

It may work for one but not for another, no reason to get rude.

The issue is very simple. At the conclusion of the Battle for Whiterun and the quest is updated for you to report to the faction leader, you will still be considered in combat. How? You will hear battle music playing and the city of Whiterun map icon will have been removed at the start of the battle.

Solution: Walk away from Whiterun (toward Riverwood is a good direction) until the battle music stops and the city icon is restored on the map. Then you may fast travel to the faction capital city and report in.

Some have used the carriage and traveled to another city, fast traveled back to Whiterun (the city icon will be restored) and then fast traveled to the faction capital.

My solution was to enter and leave Pelagio's farm right after leaving Whiterun.

I tried FT, carriages and many other things and they didn't help.

This worked for me (on PC): following console commands on Ulfric:
disable
enable
resetai

And that's it !
