That's how I go about making basically a one shot kill for me and enemys.
I call it Skyrim HC. (Mods required for a true HC mode)
Survival Damage Modifiers: 50% Dealt, 2x Recieved. (Same as Very Hard ftr)
Both are braindead difficulty settings that only serve to make the game frustrating instead of challenging.
(Regarding the damage recieved in Survival being lower, it's important to note that damage values in Fallout 4 are typically much higher than anything in Skyrim. Also, Enemies in Fallout 4 have asinine amounts of HP at times, so the extra 25% dealt over Legendary doesn't mean much)
No, I think they should just add a Survival mode in addition to the current diffculty settings.

But according to you OP, "Legendary > Survival" is not very logical if you call legendary ♥♥♥♥♥♥♥♥.. :D
Not anymore. Fallout4 survival now raises player damage to 1.5x normal, and enemy damage is still 2.0x normal I think.
Have you been living under a rock by chance? The Survival Mode in Fallout 4 has been updated long time ago, and it isn't no longer just a braindead difficulty setting.
Your damage increases over time the more you kill, you generally do more damage by base-wise but so do enemies, no fast travel, requirement to eat, drink, and sleep, a overhaul disease, drugs, and drinks system, and so on.
The OP of this thread is probably ask for something like that for Skyrim.
You can get creative though. I used a shout to throw an almost invincible enemy of a mountain and that did the trick. I led a band of bandits to a giant.
And later on in the game my character can do massive damage. Try a bow that does over 500 damage (smithing plus enchanting) with a triple damage sneak attack and a 100 percent extra damage potion. That's a massive 3000 points of damage with one shot. More with a critical hit.
Also not like achievements actually matter for anything, but if it's that important just use the achievement enabler.
1000 damage is nothing versus level 40+ enemies in Legendary. And they are everywhere when you are level 60.
