Also, uninstall all mods via NMM before uninstalling the game itself. Don't need to uninstall NMM. Just uninstall the mods.
No idea if there's other ways, but this has always worked fine for me.

So I want to start anew and see if one of my mods might have messed up with my ini files or something.
1. Delete all Saves ingame.
2. Delete local content in Steam (Left click on Skyrim SE, click properties, click local files tab, Click Delete Local Content)
4. Go to Docments/ my games and delete skyrim SE folder.
5. Go to C:\Program Files\Steam\Steam Apps\common\ and delet the Skrim SE folder.
Optional:
Empty recycle bin
Restart computer
Reinstall
Im also looking for clean install. Add modds one by one this time with back up saves. Did you try the above suggestion and if so did it work??
I found out that the problem I was having was not mod related before doing the clean install so I ended up not doing it.
I also made sure that I deleted all my backups created through steam as well, and I disabled steam cloud sync through the properties window.
