And when i press that, he repeat the same conversation all over again, i try to try exit from the Mzulft, where the Psijic order should appear but it didnt, please help me guys i'm stuck here, should i start over and make a new character or something ?

What mods are you using? You could open up Console Command right click on him and type resetai that should reset him to stop bugging.

I did, there's no problem like i have, but nvm thanks for the help, all of my mods are bugged too because of that person, my character turn different and so the npc, i'm just gonna start a new game -_-"

it happened to me too, and i just killed him and disabled and enabled the IA and it worked

Starting a new game won't help if you have an issue with your mods. You need to sort that out first. Do you have any mods affecting Winterhold or the college? Something is interfering with the quest, and the mage questline is quite buggy already. I frequently have problems with the quest following the Mzulft quest.

I was able to fixed the issue by hitting Paratus once and then putting away my weapons. Hopes this helps
