probably this, use the console to teleport to him.
From what I remember, Belethor could be inside his store, bugged inside the counter. Because of this, he could not assume his merchant position and this in turn makes the game believe the store isn't available by locking the door.
I found out about this because I picklocked the back door and sneaked in. He will either greet you or tell you to get out right now. If he greets you and is stuck inside the counter, just run-bump into him and he should get back to normal.
Or you can just sell to any of the dozens of other vendors in the game. I know Whiterun has nostalgic value as the first hold you encounter and the first player home you'll get, but there are a lot of other cities in the game and some have better shops, too.
I actually find it more annoying to lose people in places like Falkreath because there are not all that many quests to reach your "Thane quota" and if some of the key people die, it can be hard to find anyone else in town to help out. Whiterun would never have that issue.
open console and type -
moveto.player 0001A672
if this doesnt work he is for sure dead, so you must then type -
resurrect 0001A672
and try moveto command again.
Ressurect isn't all that great for vendors - their speech options can get screwed up so they can't barter anymore. Recycleactor is a better command for them.
I had options when it happened to me back in the day. I chose to not use console commands for it because I didn't want to cause unecessary issues with the npc scripting. Ichose to install one of the patcfhes, before they got amalgamated into the main USLEEP patch.
I reloaded an earlier save and never had a problem again. However, I did run into ither issues, where console commands did not interfere with quest objectives, certain exterior cell threshold ctd's but nothing a tcl command couldn't fix..
Whenever I run into permanent glitch to do with quests or npc's I reload, anything else, I can use the debug console. Ressurecting tends to not bring the entire person back. Sometimes they will remain in one place forever, not moving/talking, as mentioned earlier.
But the end of the day, it's your game and you have options. There are quite a few videos on youtube about game issues, console commands, trinkets, that sort of thing.
Some people call them junk, but me, I call them treasures.
