Nilheim

got a quset from Riften to kill the bandet at Hilheim and I find just guards and a dead bandet at the bottom of a cliff with two dead victems. There is a quest arrow but it appears to be on a guard. Is this a bug or perhaps an out of order quest.

They 'should' be fake guards. Kill em all!

I would say make a save kill the guard if you're wrong you'll get a bounty in that case reload.

That quest is buggy sometimes. I got the same quest yesterday with no marker because there were no bandits at all at the location! I had to force complete the quest in console.

If you need to do that, the console command is:
setstage BQ01 200

(BQ01 is the quest ID to kill a bandit boss)

The 'guard' should ask you for a bribe or attack you. But as other people have stated: the quest is bugged sometimes.

There's a guy near the bridge that is starting a quest. He sets you up for a trap at Nilheim where bandits pretend to be guards. You need to do this quest first to avoid a bug with killing the bandit leader quest.

You also can be sent to kill him multiple times (like with many others), but this has another bug, that the camp won't reset after a while so everyone stays dead there. To fix this all you need is:
1. Open console with ~
2. Target bandit leader.
3. Run command: recycleactor

He will be revived right away, so you can kill him again and complete the quest ;)
