As far as I know there isn't one.

mine stopped at 81, but I lever make my perks legendary to get back perks points to go higher then 81

You can legendary skills once they hit 100 so that makes it possible to level up forever, IE there is no cap. You need to be level 252 to have every perk in the game.

indeed there isn't one that is why they introduced the option to make skills legendary. Still I find an uncapper more satisfying however that needs skse

This. You can, but there's no reason to go higher.

I've never got that high (think my highest level character was about 50, back in standard skyrim) but I assumed when you get to 81 and are more godlike, legendary-ing certain skills would bring more difficulty back until you get the skill up again, extending the game play so it always has some level of difficulty. I'm playing on legendary diff and its always been super hard for me (I don't know or do any exploits, I prefer to just play normal and enjoy the game).
