"Under New Management" won't start

Okay, so I finished the TG questline, did the 4 town quests, did that Moon Sugar thing, all that crap.
Brynjolf won't make me ♥♥♥♥♥♥♥ leader, not even by console (setstage TGLeadership 10).
Any solutions?

Uh... you become Guildmaster right after you defeat Mercer.

I don't think there's anything beyond that is there? I think all you end up doing is a bunch of errands a hundred or so times before you fully complete the thief's guild section. Maybe I'm remembering it wrong?

No, you don't. There's a quest called "Under New Management" in which you get a new set of armor. This quest won't start for me.

Well, that's another quest then. But Brynjolf proclaims you leader of the Thieves Guild after Mercer is killed, and him and Karliyah confirms it after the whole Nightingale stuff.

Well, that's another quest then. But Brynjolf proclaims you leader of the Thieves Guild after Mercer is killed, and him and Karliyah confirms it after the whole Nightingale stuff.

No, he does not. He says that he will make you leader when the guilde is back to old glory, that's the case after finishing the 4 town quests.

I did not specifically follow that guide, but I read it.
No mods installed.

Btw "setstage TGLeadership 10" works in the original Skyrim (not SE).
