No, I figured. Using SE.
If you know where the guy in the boat is, go talk to him and see if he'll take you there even if you haven't started the main quest line.
And note, quest-specific dragons can still spawn in even if you haven't started the main questline. I know for a fact this is true of Dawnguard. Never tried it with the dragonborn quest though. I've only ever done it twice.

I use it and it works.
Install it and load one OLD save before you take up the quest. There is no other way.
And you can go to Soilstiem at any point. And dont have dragon souls whit you.
I use Dragonborn Delayed. You can set it for what point in the time line you want it to activate.
It is the cultist that start it up.
If you only kill them and dont take the letter the quest will not start at all. But if you read the letter it starts up.
If you dont read the letter there will be more of those cultist coming. God killing dummys.
