Dragon Rising not starting

I completed the Bleak Falls Barrow quest, but Irileth isn't running in to start Dragon Rising. In fact, Irileth doesn't exist at all.
I've tried:

- Disabling and enabling Irileth
- setstage MQ104 10 / setstage MQ104 40
- Reloading a save before I completed Bleak Falls Barrow
- Waiting in one hour increments

I don't have Delayed Main Quest installed. I do have Live Another Life enabled, but I began with the Dawnguard start and went to Helgen to trigger the main quest as usual.

setstage doesn't seem to do anything, it doesn't even begin the quest.

You probably want to go back to a save before you tried the disable and enable console commands. You're getting in the Whiterun gate, up to Dragonsreach, and there is no Irileth to intercept you on your way to the jarl? Are you running any AI mods, which might have her wandering elsewhere?

You might try to use UESP to get her reference ID and do a player.moveto command, see where she actually is.

Also, maybe this is a dumb question, but you read the journal from Helgen? Another thing you might try is to go to Riverwood, speak to Alvor or the lumbermill guy, like you would on a normal start, see if they give you the 'Jarl must be warned' quest.

Must do that for that quest to start.

You should consider to sort that loadorder whit LOOT. Since it have several of issues.
You also have masters after the mod they should patch. That dont work that well.

Start by sorting your load whit LOOT, load your old save that you have before you enter Whiterun. If you dont have one you can take one in Whiterun. But it must be before you enter the keep.

Only load it, stand still dont do anything for 1 minute. Save one new save and load that save so the game can repair it self from your bad loadorder.
Then try again.

You can post the loadorder that LOOT have given you after you sorted.

Can you manually change them like this. Instead how they are right now.

I went through Helgen, rescued Ralof, and then entered Whiterun for the first time. Irileth still isn't in Dragonsreach and Jarl Balgruuf is in Farengar's study rather than on his throne.

Ok. Did take one new look on your load.
Immersive Citizens are incompatibel whit Run For your life.
But she should not run for anything since Irileth is one member of guards and should defend.

Try to disable Run for your life and try again. You will have need for starting one new game if it works. But you can always try.

I disabled Run For Your Life, and started a new game to test.
Balgruuf is sitting on the throne in the new game, but Irileth is still nowhere to be seen and doesn't stop me from approaching. Nothing changed in the old save.

In a list that long, it's tough to single out problems. Personally, I don't use a LOT of those mods even though my list is only a few names longer than yours. We want to say "look for a mod that changes Irileth specifically" but the truth is all kinds of random things could cause her to not be where she's supposed to be.

One thing I noticed is you don't have any Qw patches:

It mostly handles a lot of small incompatibility issues, but generally I would recommend it if your mod list has grown past a dozen or two mods.

Then you should try to teleport to where she is, point on her in console and klick and look for what mod affect her.
