Remove or rename d3d9.dll or d3d11.dll (whichever one your enb is using).
Mine is disabled as "d3d11BAK.dll"

that was the option in enb of oldrim. makes the game stable without graphic modification, but , looks like not exist it on special edition version
Some enbs are specifically designed to boost performance, not quality. If having it on is crushing your framerate, then it's the kind designed for quality. Might look around for a performance boosting enb for Skyrim SE.

IMO having the binary running and properly configured (enblocal.ini) will probably net better performance than without simply due to the enboost portions memory management.
