Placeable lights
Are there any in the game world? Now obviously i'm talking about candles and light sources that you can loot / pick up and place in different locations, not a sonic or candle that you craft and it is automatically placed where the game chooses to put it. I've found one, a small plate with 3 small candles melted to it. I found it on a thief who was killed by the population and guards of Rifton, it was in his inventory, and when I put it down the candles continued to burn just like they should.

Torches in vanilla game.

There are mods that add lanterns and the like, not sure how many are movable.

If you're not running mods, you found the glazed candles in the vanilla game. You can sometimes find them sitting on shelves, in dungeons. They burn, but they don't have an actual light source connected to them, so you can place them for decoration but they won't light up the room.

There are a couple of options. If you want full service placeable everything, there are two off the top of my head.

Jaxonz Positioner (ported to SSE)

CD Cooley's Decorator Helper

Either of those will allow you to grab and move existing light sources. I use Jaxonz and it works well. You can set it to make light sources visible, then grab and duplicate them and move the duplicate where you want, or move the original, or both. It's great for placing light around a static source, but those candles aren't static so you'd want to lock them down when you place them.

If you prefer a smaller approach, there's a mod called Placeable Candles on Nexus. It is only a stopgap mod, but it attaches a non-shadow (to avoid issues) light source to those glazed candles. You can drop and place as many of them as you want, and things will just get brighter and brighter. The down side is they may not drop lit the first time, and you may have to do it again, but it is about the smallest footprint I know of, for a placeable light mod.

Another option is Chesko's Wearable Lanterns mod, which has a "drop lit" option, though you may find it brighter than you want.
