You can't stop them until you conclude the Dawnguard questlines.
You can stop them via mods
You can get Dawnguard solders protecting cities too via a mod, but that would be lore breaking unless you have progressed the questline to where Isran is actually recruiting more.

As far as stopping the vampire attacks well that is actually fairly simple. Vampires come out at night, and these events are scripted. So just don't go into cities, or near settlements during the night. If you really need to get into town then travel to a location near the settlement, and then wait until after daybreak. As long as you stay far away enough from the settlements. They will never spawn. Basically they don't happen if you aren't there. Sometimes they will attack you out in the wild, but frankly that is pretty easy to deal with.
My best advice is to use the hearthfire expansion, and build yourself at least one house outside of the cities. That way you can have all the amenities without exposing the locals to any danger. Your house once finished will have a forge, an alchemy lab, a enchanter, shrines, beds, storage, and basically most everything else you will need aside from trainers and merchants. Anyway if you have a save from just before getting to the island. Then reload that save and tell her to wait for you.
