I've not heard of one like that.
There are mods that allow you to place stuff where you like it inside your homes, which is what most mod makers focused on. There might be a mod that does what you want though.

If I want to hang a shield on the wall, for example, I would drop it on the floor, select it with positioner, hit 0 to straighten it out, then use the number pad to face or flip it how I want, enter to lock it in place. It won't fall, blow around, or get knocked down, but you can still walk up and take it off the wall.
It locks it just like a static item.
