do nord enemies have the 50% resistance to frost?
and do dark elf enemies have the 50% resistance to fire?

They do. Best to vary your attacks, depending on the target. Lightning can be advantageous here, as nobody really has a dedicated shock immunity, except maybe a storm atronach. Bretons have a 25% resistance to all magic, but that's not insurmountable in combat.

this also means: if you got mods that change races (say, imperious races of skyrim) npcs will be affected by that as well

Not just that, but a Nord enemy wearing Stahlrim armor with an Frost Resist enchantment are almost completely impervious to any ice magic, almost as if they were Frost Atronachs.
Of course, you aren't going to run into many of those without mods so no need to worry too much about that.
