Admittedly I did use console command
coc whiterun
and then map teleport back to the dragon. Was able to slay it =)

Just for anyone else with a unkillable target bug, open the console while looking at the enemy and then left click it. Type "inv" to make sure you have the right target and then type "forceav health 0".

It's best not to use the "kill" command if it can be avoided and in cases like op's it often doesn't work anyway.

I wonder if you will encounter any more "bugs" while playing with the console.

Why did you not try the old and often best solution.
Load one old save?

I did try loading an older save, after some research this happened b/c I hit it while in stealth.
