If you have killed Paarthurnax, well quite a few of these quests lack any sense of finishing, the quest giver just says ok, lets continue........ not the best script writing ever.
Because it's the right and proper thing to do for the future of the mortal races.

What you call a lazy, sleepy dragon I call a cunning fugitive who is now free of the fear that his boss will show up to enact revenge.
True and there is significant dialogue proof that without Dragonrend you can't kill a dragon, however I've watched town guards drop dragons without my help.
Suffice to say that perhaps only "Higher Dragons" possess innate immortality and the lesser dragons do not. If this is the case, Paar will always be a significant threat.
However, perhaps only Alduin is immortal since he comes from a time when they still had their full power and Paar has actually been aging.
I don't believe they ever really explain "dragon immortality" against the fact that they are quite obviously not immortal anymore but you still need Dragonrend for Alduin.
The way I read the lore dragonic "imoortality" doesn't mean that they can't be killed; it means that they don't stay dead. At the very least we see Alduin rez dead dragons using the holy tongue, but there is nothing in the lore that says he is the only one with that ability.
