#2 why did you not try yet to reload an earlier save? just for the sake to know if that solves your problem
#3 you cant remove a mod like holidays of skyrim safely. So either you load a save before you installed that mod or you start a new game.
There's also no acceptable excuse for a mod that bjorks an NPC in such a manner, nor for a mod that you "can't remove safely". It's just bad work on the author's part. Bethesda put a lot of effort into making sure you don't need loose files for mods, and for some jack rag to throw up a mod with loose files that contribute to this kind of bug instead of an archive that can be easily removed is just lazy and stupid. Nexus is going to have to step up their quality control and minimum quality requirements going forward for ES6 mods.
Using console commands has already wrecked the NPC further, and the only way out is a new game without that mod.
Without knowing the OP's load order it a bit of a presumption that it's the Mod Author's fault, it might just be one mod in the wrong place. Or it could be a bad mod. But until we see the load order we just don't know.
You could try removefromallfactions on the NPC and see if it kicks him out of the dancing stalker faction. Resurrect would be the final try IMO.
You could also move him to Skuldafn or a test cell like QASmoke.
getav health on him
then modav health -99% of that number on him so he goes into permanent bleedout (if his health is 120, modav health -119, leaving him with 1 health)
