I would strongly advise against advancing quests using commands as you have a good chance of breaking your game.
Me neither however I despise the quest
Plus, after you find them all 40-50 times, its pretty easy to remember their locations.
Ive never needed to use console for this and I do not recommend it.
But there is the chance that someone like me, will want to get past that quest, doesn't have any mods for it and doesn't want to download any.
A cop told me once, "If it happened once, it'l happen again". It might help someone. Don't really care if it does though, I'll never look at this post again :)

One that allows you to drop the stones and one that dont allow that.
What happened to me is that I was seen taking one of the stones and immediately arrested. The stone was then confiscated by the guard. I didn't realize it until I got to the end and had only 23 of them, but all locations completed. A little research and I found someone else who'd lost one to the guards.
You'd think after 11 years, this but would have been fixed.
