Are you absolutely sure you don't have unmanaged facegen files in your data folder? Except for some freak combination of mods causing a problem with SSEs finicky facegen its the only explanation I can think of for your problems.
Outside of that your only last ditch efforts to fix this problem would be to redownload and reinstall Pandorable/Bijin/VHR, to completely purge SSE (including manually deleting the data folder) and start over, or to try abandoning Pandorable/Bijin or VHR.
ps: i use diversity a character overhaul as main npc overhaul, all the faces are brown but they have their hair when i use VHR, even with the correct patch
Are you testing with VHR, Pandorable and Bijin active?
Anything I post in response to DEAD RaNgEr 888 is more or less just for them. You two have the same symptoms but different causes. I apologize for any confusion I have caused you and for using your thread so casually.
In your case I would disable all of your mods in Vortex. I'm not talking about disabling esps, disable the mods in Vortex and deploy to completely remove the esps, meshes, textures, etc in the data folder. After that launch the game and see if the issue persists without any mods.
If you have no issues then reintroduce 5-10 mods at a time, launch SSE and see if your issue is back. If not introduce 5-10 more and test again.
Once you have an issue again you will have narrowed down the mods causing your issue.
yes. i have also tried to test my main npc overhaul mod on a test profile with bijin and pandorable disabled. didnt work there too. atleast the npcs had hair.
If I was you, I should tell Vortex to turn off all your mods.
And manually delete your Data folder in steam. Let steam download it again.
Clean your masters.
Start over.
I think you can export your modlist in Vortex and remake it.
And when you install your mods again. Make sure that you install them in the order they must be installed.

I have already done this and interesting thing is according to xEdit KS Hair does not conflict with anything (although I did drop it down the load order). Unfortunately it's the main DLC's that conflict but I'm not going to try a make a patch (because if I could we wouldn't be having this discussion
