30% faster means that you take 30% less time to make a shot, aka each shot take 70% of it's normal time. so three well timed shots take 210% of the time of a single shot rather than 300%, giving you time for a fourth shot (at 280% of a single shot).
Now given that bows actually do more damage per hit than melee weapons (even moe so if the first is in stealth), this means the charging enemy has a significant chunk of their health reduced.
Now Zephyr does slightly less damage than the best top tier bow you can equip, but the damage from the extra shot more than makes up for that. add to that Zephyr weighs less than the top tier bows, and you are on to a winner. Provided you can improve enough to get those shots in.
If an enemy is standing one shot from a normal bow away from you, how many arrows can you shoot with the Zephyr at him ?
The way out of those ruins is also cool. You have to make a Olympic style dive. But there are a few underwater objects intentionally placed by the devs. You better don't land on them. Is a risky jump.
