Stealing Bandits Horse
I killed some bandits who attacked me. Can I steal their horse and not be labeled a thief?

No, stealing from a theif is still theft.

It is not worth it since the horse will just leave and return to where you found it.

You can open the console, click on the horse, type setownership, and the horse is yours.

However, it will still return to where you found it.

The only exception to this rule is Frost, the unique horse acquired from "Promises to Keep"

You can steal the horse, from the horse thief, who ends up being you by proxy, and then threaten the original horse thief to let you keep the horse you just stole and now he's yours.

There is one horse behind Whiterun, in a bandit cave or sort of. I think that horse is not a steal but returns to its place.

That horse is safe. Just make sure to kill the bandits there.

The horse is flagged as "steal" but I think in Skyrim if the owners are dead then no matter the flag it will be safe to take. For example Calixto is like that. After he dies you can safely take all his items in his shack even though they are being flagged as "steal"

Just one Thug I think, but he's leveled and can be pretty brutal depending on your build.

Stealing from a thief is still theft much like murdering a murderer is still murder or punking out an anal assaulter is still full rear assault.

No, and if you owned the game you would know that ownership isn't unflagged when the owner dies.

There is one horse in the game that can be obtained and owned for free. It is North of Snow Veil Sanctum in an abandoned hunter camp. Just hop on and ride.

I tested to see if the thugs will appear after stealing the horse. I didn't even kill the bandits. I took the horse and went to Whiterun stables. I waited there 10 days and they never appeared.

Then I thought let's steal something else and see if they will appear at all. So I stole one leg of a goat from the Whiterun market and went outside to wait again for 10 days. They never appeared.

I even went to Windhelm thinking that maybe I have to change the area. And waited there and waited and the only thing that appeared was a dragon. I killed the dragon and waited few more days but Thugs never showed.

Could be different reasons why they don't show anymore. Maybe I am too high a level and they stop after a certain threshold ? Or maybe I am member of the thief's guild and they stop showing ?
