SkyrimSE.exe is Skyrim Special Edition which takes SKSE64
you are in the Skyrim SE Forums
and you don't download TESV.exe it comes with Skyrim
you download SKSE from skse.silverlock.org
Yes, you are right, i think steam have the good files, but it's an ske version or Skyrim SE need an SKE64. In fact, we have to go in the archives of silverlock to find the good version !
Steam, where we buy our games, should at least know that!

SkyrimSE.exe is for SSE
that is the folder where SkyrimSE.exe and skyrimSELauncher.exe are supposed to be located on windows. someone else will have to help you for Linux, Mac, Steam Deck
if they are not there, steam verify game files.
if they are not there, check antivirus log. might be blocking the .exe's
go to folder
...\steam\logs
check content_log.txt
should tell you if they .exe were downloaded.
check disk space. out of room?
